France has announced a significant commitment of 100 million euros (about $108 million) to assist Lebanon as it grapples with the humanitarian fallout from Israeli military actions that have displaced more than a million people.

President Emmanuel Macron emphasized the need for “massive aid” during an international conference in Paris, where he condemned the ongoing Israeli offensive and reiterated his call for an immediate ceasefire. Macron pointed to the extensive destruction and loss of life, asserting that the international community cannot accept the current state of violence.

The conference attracted representatives from over 70 countries and international organizations, with the goal of generating financial support for the beleaguered Lebanese government. French officials aimed to collect funds to meet the United Nations’ urgent appeal for $400 million.

In addition to immediate financial assistance, France is working to strengthen the Lebanese armed forces, enhancing their capacity to operate effectively in the south of the country. This initiative is part of broader discussions that could lead to the withdrawal of Hezbollah forces from the border region.

The European Union is also stepping in with financial aid, announcing a commitment of 20 million euros ($21.59 million) to the Lebanese army this year, and a further 40 million euros ($43.18 million) in the following year.

However, the absence of key players, notably U.S. Secretary of State Antony Blinken, at the Paris summit has raised questions about the effectiveness of the conference. Blinken, currently on a regional tour to promote peace in both Gaza and Lebanon, opted to send a deputy instead, indicating potential limitations in the discussions aimed at resolving the ongoing conflict.

Critics argue that the focus on humanitarian aid risks diverting attention from the urgent need to address the underlying causes of the violence.

Abdullah al-Arian, an associate professor at Georgetown University, warned that while financial aid is essential, it should not overshadow the imperative of ending hostilities. He expressed concern about the U.S.’s anticipated veto power over any efforts to halt Israeli military actions in Lebanon, calling for a more unified international approach to achieve lasting peace.

The situation on the ground remains dire, as highlighted by recent events, including an Israeli airstrike that killed three Lebanese soldiers in southern Lebanon. The Lebanese army, primarily tasked with providing support to civil defense efforts, has faced increasing casualties amid the ongoing conflict.

With 13 Lebanese soldiers reported killed since late September, the precarious situation underscores the necessity for measures to protect both the Lebanese armed forces and UN peacekeepers. The resolution of these pressing issues is crucial for restoring stability and peace in Lebanon during this escalating crisis.
