Bounty in One Piece is a measurement of the Pirate’s capabilities in the world of this anime. They tell how dangerous, notorious and influential the pirate is. Bounty is a unique way to measure the power level among devil fruit and/or Haki users as well. They serve as a means to assess and compare pirates by the fans as well. In Layman’s, it means the higher the bounty stronger the pirate and his crew. But when it comes to Luffy’s bounty, it shows how far he has come as a pirate. And after the completion of the Wano arc, it was given that his bounty would go up. However, it didn’t go as high as fans expected it to.
Why Is Luffy’s Bounty Lower Than Kaido
The Bounty on Luffy should be five billion berries or above, cause after all he defeated Kaido. But once the wind had settled his total wasn’t even near his level. Luffy’s bounty ends up being just three billion berries. But why is that? If we look at it from another perspective, bounties are issued by the world government after their assessment. And the reason they kept his bounty below Kaido is to control the information.
Luffy had awakened his god fruit (and fifth gear subsequently) in the final moments of his fight against Kaido. As it turned out, Luffy has earned the title of Joy Boy much to the world government’s dismay. And to make matters worse, he is in the possession of the very devil fruit whose user eight hundred years ago brought freedom to the people. The world government has no intention of letting go of its power and they want to deal with it immediately. If the bounty Luffy had gone over five billion, the rumors would have started sooner or later. So to control that, they gave him the same bounty as Law and Kid while also announcing him Yonko. The two things would keep any external disturbance out, meanwhile, the Navy can bring in Luffy and his crew.
