Captain America: Brave New World finally addressed what comes next for the Avengers in the MCU, six years after they last came together in Avengers: Endgame.
However, Sam Wilson expressed uncertainty about bringing them back after everything that had happened. Since Sam took on the Captain America role after Steve Rogers, who was the leader of the Avengers during their time in the MCU, it makes sense that Sam would be the one to deal with their absence.
This is especially true after other important characters like Thor and Bruce Banner didn’t try to bring the team back together in their most recent appearances.
However, it’s not Sam Wilson who brings up the idea in Captain America: Brave New World. Instead, President Thaddeus Ross asks the new Captain America to bring the team back, even though he played a big part in their split in Captain America: Civil War, something Sam is aware of.
Although the Avengers did come together in Avengers: Endgame for the critical Battle of Earth, it didn’t take long for the effects of that battle to take a toll and cause them to disband once more. Now, it’s just a matter of time before a new group of Avengers is formed.
Why The Avengers Fell Apart After Endgame
The Team Were Directionless Before Going Their Separate Ways
Despite the movie’s title, the Avengers didn’t officially come back together in Avengers: Infinity War. Their differences played a major role in Thanos’ victory.
This was caused by the division between the members in Captain America: Civil War, although they would be forced to reunite in a final effort to undo the Snap in Avengers: Endgame.
After they successfully completed the Time Heist to reverse the Snap, the largest version of the team came together to fight a time-traveling Thanos in the Battle of Earth. After this, different situations pulled them apart again.

The closest the team has come to reuniting is in Shang-Chi and the Legend of the Ten Rings, where Bruce Banner and Carol Danvers meet with Shang-Chi, Katy, and Wong to discuss the Ten Rings.
While several former Avengers members continued their work after Avengers: Endgame, the lack of a leader after Steve Rogers’ retirement and Tony Stark’s death created a gap that hasn’t been filled. While the new Captain America is expected to take on this responsibility, Sam Wilson showed hesitation when asked about it in Captain America: Brave New World.
Sam Wilson Is Concerned About Government Oversight
After accepting the role in The Falcon and the Winter Soldier, the new Captain America returned in Captain America: Brave New World as a key figure for the United States government.
After Thaddeus “Thunderbolt” Ross won the presidency, Sam expressed concerns about working with a person who had once been an enemy. However, he chose to respect the authority of the office. This leads to Sam Wilson hesitating when President Ross asks him to help reform the Avengers shortly after winning the election.
Sam’s hesitation is similar to Steve Rogers’ own concerns, which is one of the reasons why Steve chose him for the role. Steve’s opposition to the Sokovia Accords in Captain America: Civil War was partly because he was worried that the Avengers (and other superheroes) would be controlled by the government’s decisions.
Sam brings up this worry with Ross, asking what would happen if Ross and the Avengers disagreed on how to handle a situation. Ross brushes off the concern, saying they can deal with it if it ever becomes an issue.
Sam Realizes The World Needs The Avengers After The Events Of Captain America: Brave New World
President Ross gives Captain America time to think about his request before answering. Sam’s decision becomes easier after a series of events, where Samuel Sterns almost starts a war between the USA and Japan and causes President Ross to turn into the Red Hulk, causing destruction in the Capitol.

Sam is aware of his own physical limits when facing such threats, saying that he should have taken the super soldier serum. However, he concludes that having help from other superheroes would have been really useful during his close encounter with the Red Hulk.
Fortunately, President Ross’ actions lead to him stepping down from the presidency and being sent to the Raft prison, which takes some of the pressure off Sam’s decision.
After visiting Ross at the Raft, Sam goes to see an injured Joaquin Torres in the hospital, where he suggests the newly created Falcon might be one of the first members of the new team.
While his decision to bring back the Avengers at the end of Captain America: Brave New World doesn’t remove the possibility of government control, it seems Sam Wilson has chosen to focus on making the Avengers available to help the world.
