Paris Hilton Supports California Legislation Aimed at Reforming the ‘Troubled Teen Industry’

Once synonymous with high-profile nightclub appearances, Paris Hilton has redirected her focus towards advocating for reform within the California state Capitol.

Her latest endeavor involves supporting Senate Bill 1043, spearheaded by Senator Shannon Grove (R-Bakersfield) and backed by two Democratic lawmakers. This bill aims to enforce transparency within residential treatment facilities, particularly regarding the use of restraints or seclusion rooms on minors.

Hilton’s involvement in political activism has steadily gained momentum in recent years, particularly in championing the rights of youth who have faced abuse in teen treatment centers.

She has undertaken advocacy efforts in Washington, D.C., and Utah, lobbying for stricter residential treatment program regulations. Scheduled to testify in Sacramento on April 15th in support of the new legislation, Hilton expressed her commitment to bringing much-needed transparency to youth facilities in California.

Senate Bill 1043 seeks to safeguard children and young adults residing in facilities licensed by the California Department of Social Services. It mandates the publication of data on the agency’s website detailing instances of restraint and seclusion room usage, including any incidents resulting in serious injuries or fatalities. The bill requires parental notification when such measures are employed on minors.

The troubled history of the “troubled teen” industry, spanning over five decades, has been marred by reports of abuse and corruption. Despite its notorious reputation, the industry has largely evaded comprehensive regulation, with programs often costing as much as college tuition.

Hilton’s own experiences as a teenager at Utah’s Provo Canyon School, where she alleges enduring mental and physical abuse, have propelled her advocacy efforts.

Her activism extends beyond personal experiences, as evidenced by her nonprofit organization, documentary release, and memoir detailing her ordeal. Hilton’s relentless pursuit of justice includes advocating for enhanced protections for minors in residential programs nationwide.

In 2021, Hilton played a pivotal role in advocating for legislative changes in Utah, resulting in the passage of a bill requiring stricter oversight of youth residential treatment centers. Her efforts at both the state and federal levels underscore her unwavering dedication to preventing institutional child abuse.
