Democratic Rep. Adam Smith of Washington expressed serious concerns about Speaker Mike Johnson’s new plan for foreign aid during a hearing on Tuesday.
Smith, who serves as the ranking member of the House Armed Services Committee, called on the Speaker to prioritize bringing the Senate-passed security supplemental to the floor to secure funding for Ukraine.
Smith emphasized that the House has already waited too long to address the issue of foreign aid for Ukraine. He criticized the convoluted process outlined by Speaker Johnson, stating that it would only further delay the much-needed assistance to Ukraine.

Smith pointed out that the House had ample time to address the issue, having had seven months to consider the Senate’s emergency supplemental package.
Johnson’s plan involves moving forward with four separate bills to cover aid for Ukraine, Israel, Taiwan, and other national security priorities. This approach comes after months of delay and sharp divisions within the GOP over how to proceed.

Smith underscored the urgency of providing additional aid to Ukraine, noting the dire situation the country faces despite Russia’s invasion.
He emphasized that Ukraine could successfully defend itself with more weapons, as it has demonstrated over the course of the conflict. Smith stressed the need to provide support to Ukraine promptly to prevent further Russian aggression.
The issue of foreign aid for Ukraine has remained unresolved for over a year, leaving the country vulnerable to Russian aggression. Smith urged swift action to provide the necessary support to Ukraine before it faces further challenges.
