Governor Josh Shapiro’s announcement of the Pennsylvania Project to Utilize Light and Solar Energy (PA PULSE) marks an outstanding step towards renewable energy adoption in the state.
The initiative aims to power half of all state agencies using solar energy, making Pennsylvania the first state in the nation to commit to generating 50 percent of its electricity from solar power.

Shapiro emphasized that PA PULSE demonstrates the state’s commitment to both investing in reliable and affordable power for the long term while addressing climate change. The initiative not only creates energy jobs but also aims to reduce consumers’ energy bills, ensuring the state’s energy independence in the future.
To implement the plan, the Department of General Services has entered a contract with Constellation, an energy company, for a 15-year fixed price contract.
This agreement will maintain a consistent rate for energy, regardless of potential rises in energy costs. Constellation’s CEO, Joe Dominguez, expressed pride in partnering with Shapiro on this project, highlighting the importance of powering vital state agencies with clean energy and advancing towards a carbon-free future.
The PA PULSE initiative is projected to create over 14,500 jobs in Pennsylvania and position the state as a leader in renewable energy nationwide, surpassing even states like California and Texas.

The planned construction of 10 solar arrays across six counties will supply electricity to 16 state agencies, contributing to a reduction in the state’s carbon footprint.
By reducing CO2 emissions by 157,800 metric tons annually, equivalent to taking 34,000 gas-powered cars off the road each year, Pennsylvania’s larger energy plan underscores its commitment to sustainability and environmental stewardship.
