Jasmine Sheppard, the wife of NYPD Deputy Commissioner of Public Information Tarik Sheppard, has been earning a six-figure salary in a newly created position within the Department of Youth & Community Development (DYCD) since November 2022.

The role, titled “chief communications strategy officer,” offers an annual salary of $180,000. Her appointment was not publicly announced by City Hall, and no job description or listing for the position can be found online. This information came to light through her husband’s recently filed financial disclosure forms.

The role of chief communications strategy officer, a position that did not exist before Sheppard’s hiring, involves managing the DYCD’s chief public information officer. Prior to this, Jasmine Sheppard had experience in corporate communications with the United States Tennis Association and worked on public relations for various events.

She has also contributed to the Trey Whitfield Foundation’s annual fundraising gala since 2004. Her husband, part of Mayor Eric Adams’ inner circle, was appointed as Deputy Commissioner of Public Information in August, earning around $240,000 a year.

The DYCD did not respond to inquiries about the responsibilities or necessity of the new role. City Hall spokesperson Liz Garcia stated that Jasmine Sheppard has enhanced media coverage of several city programs and expanded public-private partnerships, but did not provide details on her appointment process or the need for the new position.

Tarik Sheppard dismissed allegations that the role was created specifically for his wife, claiming she applied for a vacated position.

Since Mayor Eric Adams took office, Tarik Sheppard has quickly advanced within the NYPD, rising from captain to deputy commissioner in just over 18 months. This situation with Jasmine Sheppard is not unique within Adams’ administration. The mayor’s brother, Bernard Adams, and his wife, Sharon Adams, also secured high-paying positions within the administration, raising concerns about potential nepotism.

The appointment of Jasmine Sheppard and others connected to Mayor Adams’ circle has sparked controversy and scrutiny. Critics question the transparency and merit behind these appointments, with some alleging favoritism. Despite the lack of clear explanations from City Hall, the administration maintains that these roles and appointments are justified and beneficial to city initiatives.
