Washington, D.C., faces a precarious future as Donald Trump prepares for a potential second term as president, given his antagonistic stance toward the city. With D.C.’s unique status as a federal district rather than a state, local leaders are concerned about maintaining their limited self-governance amidst Trump’s threats to “take over” a city he has disparaged as crime-ridden and dysfunctional.

Historically, D.C. has overwhelmingly rejected Trump at the polls, and his first term saw constant clashes with city leaders. This tense relationship underscores fears that Trump and a Republican Congress could curtail the district’s autonomy, potentially erasing decades of progress in self-rule.

The constitutional relationship between Washington, D.C., and the federal government means that its limited self-governance could be rescinded at any time. Trump has the authority to take control of the D.C. National Guard and the Metropolitan Police Department and to deploy federal law enforcement, as he did during the Black Lives Matter protests in 2020.

Additionally, Congress, under Republican control, could override local ordinances or impose restrictions on issues like abortion, further undermining local governance. Such actions would highlight the city’s vulnerability due to its lack of statehood protections, a long-standing issue for D.C. residents.

While there are areas of potential collaboration, such as revitalizing federal buildings and boosting the local economy by encouraging federal workers to return to the office, the differences between Trump’s agenda and D.C.’s leadership remain stark.

Trump has called for significant federal involvement in the district, including efforts to expand private school vouchers and roll back laws like those permitting physician-assisted suicide. D.C.’s mayor, Muriel Bowser, who clashed with Trump during his first term, has struck a more conciliatory tone post-election but remains wary of his broader intentions to centralize control over the capital.

The possibility of Congress reestablishing a federal oversight board, akin to the one that managed D.C.’s finances in the 1990s, looms large. Such a move could strip the district of decision-making authority under the pretext of addressing crime or fiscal issues.

Leaders like Delegate Eleanor Holmes Norton have expressed particular concern about Trump’s ability to federalize the city’s police force, potentially using it to advance political objectives rather than serving the needs of D.C. residents. Efforts to amend the law to safeguard local control of the police have so far been unsuccessful.

Washington’s precarious status underlines the broader challenges of its lack of statehood, leaving it vulnerable to federal overreach. The city’s ability to elect its own leaders and govern itself is not guaranteed, as demonstrated by past instances of congressional intervention.

As Trump signals plans to reshape D.C. governance and potentially roll back hard-won autonomy, the district’s leaders and residents face an uncertain future. They are bracing for potential attacks on local governance, reproductive rights, and public safety, reflecting the enduring tension between federal authority and local self-determination in the nation’s capital.
