An explosion near a residential apartment block in Moscow early on Tuesday morning claimed the life of Lt. General Igor Kirillov, the head of Russia’s Nuclear, Biological, and Chemical Defence Forces. The blast also killed his assistant, who was with him at the time. Russian authorities confirmed that the device responsible for the explosion was hidden inside a scooter.
