On Monday, Thailand’s Cabinet approved a draft bill that seeks to legalize casinos in a bid to enhance tourism and address the country’s struggling economy. While certain forms of gambling, such as betting on boxing and horse racing, are permitted, casinos have remained illegal in Thailand. The new proposal is part of the government’s broader strategy to boost economic growth, attract foreign investment, and address illegal gambling issues, which have long been a concern.
Prime Minister Paetongtarn Shinawatra emphasized that the legalization of casinos would benefit the country in the long term, particularly in terms of social and economic development. She described the proposal as part of a broader government policy to promote sustainable tourism, including the creation of “man-made destinations.” The government aims to diversify and strengthen the tourism sector, which is a major contributor to the Thai economy.
Thailand Moves to Legalize Casinos to Strengthen Tourism and Economic Growth with New Bill
The draft law outlines that casinos will be part of large “entertainment complexes” that include additional attractions like hotels, convention halls, malls, and theme parks. This integrated approach is designed to ensure that gambling is just one of many offerings, appealing to a wide range of visitors. However, it also stipulates that individuals under 20 will be prohibited from entering casinos, and Thai citizens will be required to pay a 5,000 baht ($148) entrance fee, while foreign visitors can enter free of charge.
Following its approval by the Cabinet, the draft bill will undergo a review by the Office of the Council of State before being sent to Parliament for further discussions. There, it will be debated by the House of Representatives and the Senate. Government spokesperson Jirayu Hoangsub noted that the introduction of legalized casinos is aimed at generating significant revenue for Thailand’s tourism sector, acknowledging the presence of both legal and illegal gambling operations in the country and its neighboring regions.
Tourism is central to Thailand’s economy, and each new administration has focused on enhancing the sector to boost overall economic performance. By legalizing casinos, the government hopes to create new revenue streams, attract more international visitors, and formalize the gambling industry, which has often operated in the shadows.
