Johnson Cautions of Arrests in Response to Netanyahu Speech Disruptions

Johnson Told Members to Ensure Guests Know Disruptions are Rule Violations

Ahead of Israeli Prime Minister Benjamin Netanyahu’s address to Congress, Speaker Mike Johnson (R-La.) issued a letter to House members emphasizing strict adherence to decorum and warning of potential arrests for any disruptions.

In the letter, distributed on Tuesday, Johnson highlighted the increased security measures and served as a reminder of the House’s established rules. “Given the serious attention surrounding the prime minister’s speech, there will be heightened police presence around the Capitol and within the House Chamber,” Johnson stated. He emphasized a zero-tolerance stance for any disruptions.

Johnson Finished His Letter with Words of Gratitude

Capitol Police had previously announced the addition of officers from external agencies to manage the heightened security for the event. On Tuesday, pro-Palestinian protesters occupying the Cannon House Office Building rotunda were arrested, and a large coalition of advocacy groups plans to march on the Capitol during Netanyahu’s speech.

Johnson advised members to inform their guests that any disruptions would be considered rule violations and could lead to prosecution. “Should any disturbance occur, the Sergeant at Arms and Capitol Police will promptly remove and arrest the individuals responsible,” he warned.

He also urged members to demonstrate respect and proper decorum during the session. The ongoing conflict in Gaza between Israel and Hamas has led to frustration among top Democrats, some of whom have announced their intention to boycott the address. Vice President Harris, now a prominent Democratic candidate following President Biden’s withdrawal from the race, will also skip the speech.

Johnson concluded his letter by expressing gratitude for members’ participation in the historic joint session, scheduled for 2 p.m. EDT. Netanyahu will also meet separately with President Biden and former President Trump later this week.
