In January 1999, Jeb Bush assumed office as governor of Florida, marking him as only the second Republican since Reconstruction to lead the state. During his inaugural speech, he vowed to curb government’s size and influence, highlighting the burdens that taxes, regulations, and mandates placed on families and businesses in Florida.
Bush’s proposed policies, initially considered radical by many in the media, now seem relatively restrained compared to today’s political landscape. Still, his tenure sparked a sweeping conservative transformation in state policy that remains one of the most enduring in recent U.S. history.
From Bush to DeSantis, Florida’s conservative transformation continues in full force
At the time of Bush’s election, Florida leaned somewhat Democratic, and the media scrutinized his every move. However, with determination and a committed legislative team, Bush implemented a range of reforms.
These initiatives included tax restructuring, education reform, a small experimental school choice program, and technological advancements to streamline government—all intended to reduce government’s reach and increase opportunities for Floridians.
Over the next 25 years, conservative leadership from Govs. Rick Scott and Ron DeSantis and a supportive legislature continued this trajectory. Florida’s conservative policies encompassed tax and healthcare reform, regulatory cuts, universal school choice, and an emphasis on keeping the economy and schools open during the COVID-19 pandemic, reinforcing its image as the “Free State of Florida.”
While some argue that increased diversity trends toward liberalism, Florida has moved in the opposite direction, solidifying its position as a red state despite demographic shifts.
Close races at the top of the ballot have historically been common. Barack Obama, Rick Scott, Donald Trump, and Ron DeSantis all achieved narrow victories in Florida, yet conservative candidates steadily won across numerous elections statewide.
In 2022, Ron DeSantis won in a landslide, capturing 62 of 67 counties and earning more votes than California’s Gavin Newsom. Recently, Donald Trump and the Florida GOP achieved sweeping victories in every statewide race while maintaining supermajorities in the legislature.
This success underscores a principle often noted by The James Madison Institute: “good policy is good politics.” Across demographic lines, people broadly seek the same outcomes—opportunities for prosperity, safety, and a secure future without excessive government interference. For nearly three decades, Florida has enacted policies that support these ideals.
With Florida ranking as one of the most ethnically diverse states and boasting the 15th largest economy globally, along with around 1,000 new residents arriving daily, a clear message emerges.
Voters across the state have shown a preference for policies that prioritize freedom, opportunity, and safety. If today’s Democratic Party continues to pursue policies that seem disconnected from Americans’ everyday struggles, there is much to learn from Florida’s approach.
